Settlement: The Hammond Port Authority

In 2005, Texas architect Charles Howard sued the city of Hammond, Indiana, alleging he was owed $1.7 million in back pay and penalties for design and construction oversight work he performed at the north side recreational facility since 1998. Howard had an implied contract with former Mayor Duane Dedelow Jr. The Port Authority assumed financial and operational responsibility of the site's Lost Marsh Golf Course - at a cost of $43 million. Port Authority directors are expected to approve a $775,000 settlement. (Jul-10-06)[]
